DISCUSSION AND DECISION TO HIRE MANAGEMENT COMPANY

The decision to hire a management company to collect yearly dues and to oversee landscape items, monthly landscaping activity and maintenance has been made. We have hired Port Gardner Management Company.

NEW PLAYGROUND EQUIPMENT AT THE KR2 COMMUNITY PARK INSTALLED

February 25, 2007 was not sufficient. It rapidly fell apart, was damaged by "unwelcomed teens". The playground equipment was removed and new equipment in powder-coated steel was agreed upon at the meeting. If you'd like input, please contact us!

PLAYGROUND EQUIPMENT AT THE KR2 COMMUNITY PARK WILL BE REPLACED

January 9, 2007

The Board decided to replace the playground equipment at the KR2 community park. The equipment is very unstable and rusty. The Board will be able to replace the equipment without going over budget.

BOARD DECIDED TO REMOVE ALL OLD GROWTH TREES IN KR1

January 9, 2007

15 homeowners attended the January 9th Board meeting to discuss the KR1 Trees. With the input of homeowners that live directly surrounding the KR1 park, the Board decided to remove all of the old growth cedars in KR1, both in the park and by 148th. The liability that the trees create became too great with all of the winter storms. The Board wants homeowners to feel safe. Work to remove the trees will begin in mid-February. Over the next few years, new trees will be planted that will be more appropriate in size.

EXTREMELY POOR ATTENDANCE AT VOLUNTEER WORK PARTY at KR1

October 7, 2006

Only one person showed up to the volunteer work party, our Vice President Craig Willis. The HOA will not be holding another volunteer work party again. Only when the HOA has enough money in the budget, will it do work on the detention ponds in KR1. Thanks for your help Craig!

PROBLEMS WITH SPRINKLERS AND PIPES

Sept. 12, 2006

The water has been turned off again for work in the sprinklers and pipes. It appears that someone, at the beginning of summer, tried to turn on the sprinklers before our maintenance company was scheduled to turn on the sprinklers. The damage costs $870.00 + tax.

Not Enough Turnout at Annual Homeowners Meeting, Board to Go Door to Door to Get Votes, Election Results to be Posted Later

Unfortunately, not enough homeowners showed up to Saturday's Annual Homeowners Meeting and Elections. The requirement is 40% or 64 homes. We only had about 40 represented in person or by proxy. So, the meeting was not officially adjourned. Quorum must be met during the meeting. The old Board will be going door to door to get the necessary votes to make quorum.

Official notice of the Annual Homeowners Meeting must be given not more than 30 days before and not less than 10 days before. Official notice was given in a mailer sent over President's Day weekend in February, just under 30 days prior. It was also announced on this website, and notices were posted on the mailboxes during the week prior to the meeting. Please contact the Board if you are not receiving official mail from the HOA.

Once enough votes are received, then the votes will be counted and the meeting will be officially adjourned. The Election results will be posted on this website.

Also, we are excited to announce that two homeowners decided to run as write-in candidates: Debbie Compton and Domingo Yapjoco. They both reside in KR1.

Special Assessment Meeting Covered Mailboxes, Trees in Kingsridge Park, and Personal Entrance Gates to Kingsridge Park

November 1, 2005

At the Special Assessment meeting held on November 1, 2005, the homeowners voted yes to replace our current wood mailbox hutches with commercial heavy gage aluminum mailboxes. The units come in 16 and 12 unit clusters. The locations of the boxes are still to be determined. The cost is $125.00 per home.

Homeowners also voted yes to allow homeowners who live around Kingsridge Park to build their own personal entrance gates. The HOA will be settling on one design that each homeowner must follow. The cross bar must face their own property and not the park. Also, each homeowner will be required to sign a “Hold Harmless Agreement” which will assign all liability and maintenance obligations to the homeowner.

Lastly, homeowners voted no to removing the old growth cedar trees in Kingsridge Park. There is some concern for the health of the trees. Many homeowners are concerned about potential for the trees to fall on houses. In 2004, some trees fell causing thousands of dollars in damage. An arborist was brought in to determine the health of the trees and what should be done. The arborist made recommendations as to what should be done to the trees. Some trees were recommended to be removed, topped, trimmed, or snagged. Some trees were recommended to have twice yearly soil treatments, arration, and have the tree wells enlarged.

Last summer, the HOA completed the arborist's recommendations. There are two trees that still pose a threat that are located on private property. The HOA will recommend to those homeowners that their trees be removed or snagged as the arborist recommends.

A vote was put on the ballot to help the Board know the opinion of the homeowners on the trees. The question was whether to remove the trees or to leave them up and do the recommended soil treatments. If the trees are left up there is possibly liability on the HOA if something happens in the future.

Snohomish County Traffic Investor Dale Valliant Speaks at Board Meeting

At the March election on March 19, 2005, several homeowners expressed a concern for traffic safety and hoped for the possibility of inputting traffic controls. In response to these concerns, the Board invited Dale Valliant, a Snohomish County Traffic Investigator, to attend its May 18th meeting.

In summary, kids have to die and cars have to crash before any traffic controls such as stop signs, bumps, or humps will be implemented in our neighborhoods. In order for the county to consider our neighborhoods for increased traffic controls, the number of car trips the county expects for these neighborhoods would have to be exceeded by 33%. The county estimates 10 car trips per day per household. Since we have 159 homes, this means normal traffic would include 1590 trips per day. To exceed by 33%, there would have to be 2115 trips a day.

The county’s philosophy is “fix it when it breaks” rather than a preventative action approach. Mr. Valliant said, “If the concern is about speed, then many other roads in the county have higher priority.” So nothing will be done now.

Mr. Valliant explained that a stop sign is used to assign right of way, not to control speed. For example, at the Kingsridge Park intersection there is clear visibility. It would be easy to determine who arrived at the intersection first. The rule for every intersection regardless of street size is: the person who arrived first has the right of way.

The county has promised to retest the neighborhoods for number car trips. Also, they will review the problems created by people passing through to get to the neighborhoods behind ours, like Silver Firs and Windrose.
